Clybiau Plant Cymru Kids' Clubs is the national charitable organisation for Out of School Childcare clubs in Wales.
Clybiau Plant Cymru Kids' Clubs' vision is a Wales where children play, and communities prosper. Our mission is to be the voice of Out of School Childcare Clubs in Wales, supporting children’s right to play and quality childcare that is sustainable, affordable and meets the needs of children, their families and communities.
We are a membership organisation and provide information, support and advice. We also undertake relevant pieces of research, and deliver business support and training.

About Out of School Childcare in Wales
Ynghylch Gofal Plant Allysgol yng Nghymru
As at end of March 2021, there were 1,543 Out of School Childcare Clubs across Wales, within 849 Settings and offering up to 45,541 childcare places. Of these, 1,340 Clubs and 40,978 places are in Settings that are registered with Care Inspectorate Wales (CIW), the Regulatory Body for Childcare in Wales (203 remain unregistered).
The distribution of management types has changed over the past year, with 33% of Clubs delivered by the voluntary sector (down 2% y-o-y), 56% privately managed, 8% managed by schools themselves, and 3% classed as ‘other’ management types (e.g. Community Interest Companies, Social Enterprises). Of the 1,543 Clubs, 73% offer English medium childcare, 16% offer Welsh medium childcare and 11% offer childcare bilingually.
We have seen a steady decline in the numbers of clubs run by Voluntary Management Committees since a peak of 45% in March 2017.

Ar ddiwedd Mawrth 2021, roedd 1,543 o Glybiau Out of School Childcare Clubs ar hyd a lled Cymru, mewn 849 o leoliadau, yn cynnig hyd at 45,541 o leoedd gofal plant. O’r rhain mae 1,340 o Glybiau a 40,978 o leoedd mewn Lleoliadau sydd wedi cofrestru ag Arolygiaeth Gofal Cymru (AGC), Corff Rheoleiddio Gofal Plant yng Nghymru (a 203 yn parhau heb eu cofrestru).
Mae’r dosbarthiad o fathau o reoli wedi newid dros y flwyddyn ddiwethaf, a 33% o Glybiau’n cael eu cyflenwi gan y sector gwirfoddol (yn gostwng 2% o flwyddyn i flwyddyn), 56% yn cael eu rheoli’n breifat, 8% yn cael eu rheoli gan ysgolion eu hunain a 3% wedi’u dynodi’n fathau ‘eraill’ o reolaeth (e.e. Cwmnïau Budd Cymunedol, Mentrau Cymdeithasol). O’r 1,543 o Glybiau, mae 73% yn cynnig gofal plant cyfrwng-Saesneg, 16% yn cynnig gofal plant cyfrwng-Cymraeg a 11% yn cynnig gofal plant yn ddwyieithog.
Rydym wedi gweld gostyngiad cyson yn niferoedd y clybiau sy’n cael eu rhedeg gan Bwyllgorau Rheoli Gwirfoddol ers cyrraedd uchafbwynt o 45% ym Mawrth 2017.
Out of School Childcare Registration, Regulation & Inspection
Requirements
Gofynion Cofrestru, Rheoleiddio ac Archwilio Gofal Plant Allysgol
Out of School Childcare that operates for more than 2 hours and/or more than 6 days a year, must be registered with the Care Inspectorate Wales (CIW). Registered providers must adhere to the National Minimum Standards for Regulated Childcare (NMS) for children up to the age of 12 and the Childminding and Day Care (Wales) Regulations 2010.
There are some services which fall under the exceptions order and do not need to register, these may include holiday activity clubs. These exceptions do not apply where children are below the age of 5 and attend for more than four hours a day, or the person offers coaching or tuition in more than two of the following activities: Sport, Performing arts, Arts and crafts, School study or homework support or Religious or cultural study.
Registered Out of School Childcare Clubs are inspected by CIW at least once every 3 years. These inspections may either be:
· Full inspection looking at all areas of their service based on 4 core themes; Well-being, Care and Development, Environment, and Leadership and Management along with a rating of Excellent; Good; Adequate; or Poor
· Focused inspections to follow up on areas of improvement identified previously.
Inspection reports and ratings are publicly available on the CIW website.
Alongside this annually settings are required to complete a Self Assessment of Service Statement (SASS), which includes a Quality of Care report (QOC)
Gofynion Cofrestru, Rheoleiddio ac Archwilio Gofal Plant Allysgol
Rhaid i Ofal Plant Allysgol sy’n gweithredu am dros 2 awr a/neu am dros 6 diwrnod y flwyddyn, fod wedi ei gofrestru gydag Arolygiaeth Gofal Cymru (AGC). Rhaid i ddarparwyr cofrestredig weithredu’n unol â’r Safonau Gofynnol Cenedlaethol ar gyfer Gofal Plant a Reoleiddir ar gyfer plant hyd at 12 mlwydd oed a Rheoliadau Gwarchod Plant a Gofal Dydd (Cymru) 2010.
Caiff rhai gwasanaethau eu cynnwys yn gorchymyn eithrio ac felly nid oes yn rhaid iddynt gofrestru; gall y rhain gynnwys clybiau gweithgaredd gwyliau. Nid yw’r eithriadau yma’n gymwys lle bydd plant yn iau na 5 mlwydd oed ac yn mynychu am dros bedair awr y dydd, neu os yw rhywun yn cynnig cwrs cymell neu diwtora men mwy na dau o’r gweithgareddau canlynol: Chwaraeon, y celfyddydau Perfformio, Celf a chrefft, Astudiaethau ysgol neu gefnogaeth gwaith cartref neu astudiaethau Crefyddol neu ddiwylliannol.
Mae Clybiau Gofal Plant Allysgol yn cael eu harchwilio gan AGC o leiaf unwaith bob 3 blynedd. Gall yr archwiliadau hyn fod naill ai’n:
· Archwiliad llawn yn edrych ar bob maes o’u gwasanaeth ac yn seiliedig ar 4 thema graidd: Llesiant, Gofal a Datblygiad, Amgylchedd, Arweiniad a Rheolaeth, a rhoddir y graddau Rhagorol; Da; Digonol; neu Wael.
· Mae archwiliadau â ffocws arbennig yn dilyn unrhyw feysydd a nodwyd yn flaenorol yn feysydd i’w gwella.

Out of School Childcare Workforce Registration & Regulation Requirements

Out of School Childcare Workforce Registration & Regulation Requirements
Currently there is no requirement for the Out of School Childcare workforce to register with any authority. However, work is being scoped by Social Care Wales (SCW) to register the Early Years workforce and as part of our role, Clybiau Plant Cymru Kids’ Clubs is lobbying Welsh Government to include the Playwork sector in this piece of work, to ensure that the people working in the sector do not get omitted as Youth workers in Wales already register with Education Workforce Council (EWC).
Prior to 2016 Childcare was only registered and inspected for children up to the age of 8. This was amended following extensive consultation with the sector, to include children up to the age of 12.
Practitioners who previously only needed to hold an Early Years qualification (<8years old) from the Social Care Wales Accepted Qualifications for the Early Years and Childcare Workforce in Wales list, now have until September 2022 to obtain a qualification on the Skills Active’s Integrated Qualification Framework for Play work. Settings have to follow strict ratios of qualified staff to children of 1:8 for children aged 3-7 years and 1:10 for children aged 8-12 years.
Senior Playworkers must have at a Level 3 in Playwork although a qualification at Level 5 is recommended for management. The standards state that a minimum of at least 50% of the non-supervisory staff holds a qualification at least at level 2 and at least half of these have a qualification at Level 3.
To provide clear guidance a Qualifications Flowchart has been developed to show which Playwork qualifications are required based on the type of setting and job role.
Gofynion Cofrestru a Rheoleiddio’r Gweithlu Gofal Plant Allysgol
Ar hyn o bryd nid oes unrhyw reidrwydd ar i’r gweithlu Gofal Plant Allysgol gofrestru ag unrhyw awdurdod. Ond, mae gwaith pennu-cwmpas yn cael ei wneud gan Ofal Cymdeithasol Cymru i gofrestru’r gweithlu Blynyddoedd Cynnar, ac yn rhan o’n rôl ni mae Clybiau Plant Cymru Kids' Clubs yn lobïo Llywodraeth Cymru i gynnwys y sector Gwaith Chwarae yn y darn hwn o waith, er mwyn sicrhau nad yw’r bobl sy’n gweithio yn y sector yn cael eu gadael allan, gan fod gweithwyr ieuenctid yng Nghymru eisoes yn cofrestru gyda Chyngor y Gweithlu Addysg.
Cyn 2016 roedd gofal plant yn cael ei gofrestru a’i archwilio ddim ond yn achos plant hyd at 8 mlwydd oed. Diwygiwyd hyn yn dilyn ymgynghori eang â’r sector, i gynnwys plant hyd at 12 mlwydd oed.
Mae gan ymarferwyr a oedd gynt angen bod â dim ond cymhwyster yn y Blynyddoedd Cynnar (hyd at 8 mlwydd oed) o’r Rhestr Cymwysterau a Dderbynnir gan Ofal Cymdeithasol Cymru ar gyfer y Gweithlu Blynyddoedd Cynnar a Gofal Plant yng Nghymru yn awr hyd at Fedi 2022 i ennill cymhwyster ar Fframwaith Cymwysterau Integredig Skills Active ar gyfer Gwaith Chwarae.
Mae’n rhaid i leoliadau ddilyn cymarebau caeth parthed nifer y staff i nifer y plant, sef 1:8 i blant 3-7 mlwydd oed a 1:10 i blant 8-12 mlwydd oed.
Rhaid i Uwch Weithwyr Chwarae fod ag o leiaf Lefel 3 mewn Gwaith Chwarae, er yr argymhellir Lefel 5 i reolwyr. Mae’r safonau’n datgan y dylai o leiaf 50% o’r staff nad ydynt yn oruchwylwyr fod â chymhwyster o Lefel 2 o leiaf, ac y dylai o leiaf hanner o’r rhain fod â Lefel 3.

Government Policy and Initiatives for Out of School Childcare in Wales
Polisi a Chynlluniau’r Llywodraeth ar gyfer Gofal Plant yng Nghymru
Whilst there is not a Framework for Out of School Childcare in Wales, registered settings work towards a set of National Minimum Standards (NMS). Clybiau Plant Cymru Kids’ Clubs is currently working as part of the review of the NMS and also as part of a Strategic Group working on recommendations as part of a review of Play in Wales, which includes a review of the Exceptions Order (see Registration, Regulation and Inspection Requirements).

Er nad oes Fframwaith ar gyfer Gofal Plant Allysgol yng Nghymru, mae lleoliadau cofrestredig yn gweithio tuag at set o Safonau Gofynnol Cenedlaethol (SGC). Mae Clybiau Plant Cymru Kids' Clubs yn gweithio fel rhan o adolygiad o’r SGC, a hefyd fel r hân o Grŵp Strategol sy’n gweithio ar argymhellion a fydd yn rhan o adolygiad o Chwarae yng Nghymru, sy’n cynnwys adolygiad o’r Gorchymyn Eithrio (gweler y Gofynion Cofrestru, Rheoleiddio ac Archwilio).
